The International Humanitarian City in Dubai (IHC) and the University of Wollongong in Dubai (UOWD) announced today the 1st laureate of the “IHC scholarship in the Master of International Relations (MIR)” UAE national Ms. Nouf Ismail.

The annual scholarship was announced earlier this year in partnership between IHC and UOWD to promote the UAE’s vision of International Humanitarian Cooperation. An evaluation process between both organisations followed to select the best application, which will receive full funding for UOWD’s Master of International Relations program.

The IHC MIR Scholarship aims to offer in-depth understanding of the relations between nations and regions across areas such as globalization, diplomacy, economics, international law, labor migration, culture, media, environment, and security within the context of the humanitarian work.

Giuseppe Saba, CEO of IHC said: “It gives me great pleasure to announce the first laureate of the IHC scholarship in Master of International Relations Ms. Nouf Ismail. We are extremely proud that the first laureate is a UAE national female student who will contribute towards further enhancing the leading role of UAE in the felid of humanitarian aid and development”. He added: “Our objective from this scholarship is to empower UAE nationals with knowledge tools and capacity building opportunities, and to deliver on this we have partnered with the University of Wollongong in Dubai”.

Professor Mohamed Salem, President, UOWD said: “Listening to, and collaborating with, different stakeholders in specialized professional sectors is the future of higher education. The partnership between IHC and UOWD is a milestone in this direction. Humanitarian aid is a complex field that requires more than knowledge and skills: it is also a mindset. The IHC-UOWD Scholarship in International Relations demonstrates the university’s commitment to community engagement, both in the UAE and globally. If we are to work towards a more sustainable world and a fairer distribution of opportunities, we will all need to speak with one voice”.

Dr. William Gueraiche, Associate Professor and Discipline Leader Master of International Relations at UOWD said: “The Master of International Relations will prepare students who are determined, if not to change the world, then at least to change their vision of the world. No other master in the region prepares its students to be immediately operative in the field of humanitarianism. This scholarship takes the collaboration between an important institutional actor in the field and a university further. And this is just the beginning”.

Nouf Ismail, IHC scholarship laureate said: “I would like to thank the UOWD and the IHC for giving me the opportunity to study humanitarian action further through the master’s in international Relations program”. She added: “This opportunity is a steppingstone, not only for me, but for the United Arab Emirates as a whole to work in the region and internationally”.

Nouf Ismail, 22 years old is an Emirati national. She is an International Relations graduate with a bachelor’s degree from the American University of Sharjah (AUS). Recently, Nouf participated in the Youth to UN program as the UAE’s youth representative to the United Nations for the year 2020.

Already in early 2020, the International Humanitarian City had signed a Memorandum of Understanding (MoU) with the University of Wollongong in Dubai, allowing both entities to collaborate, drawing on academic and field perspectives to promote and mutually strengthen engagement in the field of humanitarian work, given the ever-changing needs of the sector.

The partnership between IHC and UOWD aims to facilitate the transfer of knowledge and raise awareness about critical global humanitarian issues as well as the humanitarian work of the UAE through IHC, the largest humanitarian hub in the world.

]]> Vice President and Prime Minister of the UAE and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, upon request of the humanitarian community, has ordered two emergency aid flights to transport much needed aid to both Ethiopia and Sudan.

The International Humanitarian City in Dubai (IHC) facilitated two Boeing 747 cargo flights, made available upon directions from His Highness Sheikh Mohammed bin Rashid Al Maktoum. The first flight left from Dubai International Airport to Addis Ababa on Friday 10th September, carrying 57.675 metric tons of medicines, medical items, and cholera kits supplied by the World Health Organization (WHO) to tackle the cholera outbreak and ongoing COVID-19 challenges in Ethiopia.

Meanwhile the second flight left DXB to Khartoum on Monday 13th September, carrying around 100 metric tons of relief and shelter items, including blankets, kitchen sets, and tarpaulins, provided by The International Federation of Red Cross and Red Crescent Societies (IFRC) to support the Tigray refugees in Sudan and the affected populations by the floods there.

His Excellency Mohammed Al Shaibani, chairman of the Supreme Committee for the supervision of IHC, said: “The two airlifts have been operated with a B747 aircraft that is part of the Dubai Royal Air Wing fleet, which is another tangible expression of solidarity from His Highness. Last year, another aircraft from Dubai Air Wing, landed in Beirut in less than 24 hours from the terrible blast. His Excellency added, “IHC and the humanitarian community that we are hosting went extra-miles due the increasing demand of humanitarian assistance, and IHC facilitated and will continue -by all means- to facilitate the dispatch of aid provided by the humanitarian community stored in IHC warehouses in Dubai, to support the Sudanese population affected by the floods and to help tens of thousands of refugees and displaced individuals fleeing the Tigray region of Ethiopia to Sudan.” “Thanks to the generosity and the ongoing support from His Highness Sheikh Mohammed bin Rashid Al Maktoum, the IHC along with its members are all able to respond to emergencies globally and help those most in need.” His Excellency concluded.

Robert Blanchard from the WHO Logistics team in Dubai said: “We are grateful for the tremendous support provided by the UAE as we continue to strengthen our health logistics capabilities to protect vulnerable populations around the world.  The health supplies on the flight to Addis Ababa alone are enough to care for 140,000 patients in need of trauma care and 15,000 cholera patients.  The generosity of the UAE and our partnership with the International Humanitarian City make it possible for WHO to mount rapid responses to acute health emergencies, ultimately alleviating suffering and saving the lives of those in need.”

Ilir Caushaj, Head of IFRC’s Global Fleet and Logistics Hub in Dubai, said: “We are very grateful to the International Humanitarian City and the Government of Dubai. We are working around the clock to extend our lifesaving aid to people in need. These items will go a long way in ensuring that hundreds of Sudanese families affected by flooding and Ethiopian refugees now living in Sudan have access to blankets, kitchen sets and tarpaulins. Flooding, soaring inflation, access to clean water and COVID19 are some of the challenges that the people of Sudan are experiencing today and IFRC is working alongside the Sudanese Red Crescent Society to provide them with assistance. The aid flight is expected to aid 21,500 beneficiaries, with a total cost of CHF 259,000”.

Under the directives of Vice President and Prime Minister of the UAE and Ruler of Dubai HH Sheikh Mohammed bin Rashid Al Maktoum, Dubai today launched the Vaccine Logistics Alliance to speed up distribution of COVID-19 vaccines around the world through the emirate.

In support of the World Health Organisation’s (WHO) COVAX initiative and its efforts to equitably distribute two billion doses of COVID-19 vaccines in 2021, the Dubai Vaccines Logistics Alliance combines the expertise and global reach of Emirates airline with DP World’s worldwide network of ports and logistics operations, along with the infrastructure of Dubai Airports and International Humanitarian City to distribute vaccines worldwide. The distribution will particularly focus on emerging markets, where populations have been hard-hit by the pandemic, and pharmaceutical transport and logistics are challenging.

The alliance is working with a broader set of stakeholders including pharmaceutical manufacturers, forwarders, government agencies and other entities for transportation of vaccines.

HH Sheikh Ahmed bin Saeed Al Maktoum, President of Dubai Civil Aviation Authority, Chairman of Dubai Airports and Chairman and Chief Executive of Emirates Airline and Group said: “We currently stand at the cusp of a historic moment with the rollout of vaccines for countering COVID-19, a pandemic that has disrupted the lives of people around the world. The UAE is leading the world in terms of rolling out the vaccine, and in line with HH Sheikh Mohammed bin Rashid Al Maktoum’s vision to facilitate a global solution for the wellbeing of communities, the Dubai Vaccine Logistics Alliance brings together key organisations to expedite the worldwide transport of urgently needed vaccines through Dubai.

Sheikh Ahmed added: “Each alliance partner brings to the table a specific and complementary set of strengths and capabilities in vaccine distribution, allowing us to build a 360-degree solution that harnesses the combined logistical and infrastructural advantages of Dubai as a hub. Together, we are able to store a large volume of vaccine doses at a time and bring in and distribute vaccines to any point around the world within 48 hours.”

International Humanitarian City, the world’s largest hub for humanitarian logistics based in Dubai will be a vital partner in the Dubai Vaccine Logistics Alliance bringing its vast expertise in humanitarian logistics for aid materials such as food and medicine in markets with limited infrastructure. IHC and Emirates SkyCargo have already partnered on many humanitarian cargo flights and earlier in 2020, also signed an MoU for closer collaboration for humanitarian assistance flights.

HE Mohammed Ibrahim Al Shaibani, the Chairman of the Supreme Committee for the Supervision of International Humanitarian City, said: “Under the guidance of His Highness Sheikh Mohammed bin Rashid, International Humanitarian City, based in Dubai, has evolved to become the largest humanitarian hub in the world, playing a pivotal role in facilitating first responses to humanitarian crises across the globe. Since the current global crisis began, the IHC has facilitated the distribution of over 80% of the WHO’s global medical response in the fight against COVID-19.”

“Dubai will make sure this fight continues with the Vaccine Logistics Alliance transporting urgently needed vaccines and medical supplies to the most vulnerable communities across the world, when they need it most. We are all responsible for doing what we can to end this pandemic.”

DP World, a leader in global supply chain solutions with ports, terminals and logistics operations on every continent, is joining Dubai’s initiative to transport, store and distribute COVID-19 vaccines. DP World logistics operations will facilitate the collection of vaccines from manufacturing sites in places like Europe, the US and India and deliver them to airports, seaports and dryports for onward transportation. DP World’s global, GDP-compliant, network of warehousing and distribution hubs will be used to store vaccines for time and temperature sensitive distribution to hospitals and clinics. DP World will deploy its track-and-trace technology, such as Cargoes Flow, to give real-time information on the location of shipments, and continual temperature control and monitoring. DP World’s ports and terminals, including Jebel Ali in Dubai which is one the largest in the world, will be used to ship, store and distribute medical devices, such as syringes and wipes.

Sultan Ahmed bin Sulayem, Group Chairman and CEO, DP World, said: “Humanity will only defeat coronavirus if vaccines can be distributed everywhere. Dubai’s position as a global hub means we have a responsibility to combine our infrastructure and capabilities for this common goal. DP World has kept trade flowing throughout the pandemic ensuring countries received the vital supplies they need. We are proud to use our ports, terminals and smart logistics operations to distribute vaccines and medical devices to contribute to fighting the pandemic.”

On Wednesday, DP World and UNICEF also announced a wide-ranging partnership to support the global distribution of COVID-19 vaccines and related immunisation supplies in low- and lower-middle-income countries. The new partnership – with a multi-million dollar value – is the largest to date to support UNICEF’s lead role in procuring and supplying 2 billion doses of COVID-19 vaccines and auxiliary vaccination supplies on behalf of the COVAX Facility.

Emirates SkyCargo is a global leader in the air transportation of temperature sensitive pharmaceuticals, including vaccines. The air cargo carrier has over two decades of experience in transporting pharmaceuticals across the world and has developed extensive infrastructure and capabilities for the secure and rapid transportation of temperature sensitive pharmaceuticals.

“Emirates SkyCargo has taken a global leadership position during the COVID-19 pandemic for the distribution of medical supplies and PPE. We recently activated the world’s largest airside hub dedicated to the storage and global distribution of COVID-19 vaccines at Dubai South. With our modern wide-body aircraft fleet, our network reaching more than 135 cities across six continents including major pharma hubs, and our expertise in handling pharma shipments, we are well placed to work with our partners in the Dubai Vaccine Logistics Alliance in order to make sure that the COVID-19 vaccines are reaching every corner of the globe, especially cities in emerging markets,” said Nabil Sultan, Emirates Divisional Senior Vice President, Cargo.

Emirates SkyCargo has over 15,000 square metres of cool chain space for pharmaceuticals across its terminals in Dubai and has already had a head start for COVID-19 vaccine logistics, having already moved COVID-19 vaccines on its flights during the month of December.

Dubai Airports, operator of Dubai International (DXB) and Dubai World Central (DWC), will be contributing to the efforts of the newly formed Dubai Vaccine Logistics Alliance by providing additional space at dedicated facilities at Dubai International (DXB). The repurposed cargo facilities will act as storage for COVID-19 vaccines that will be transported through its interlinked operations at DXB and DWC. Working closely with Emirates SkyCargo and Dubai Health Authority, Dubai Airports will ensure that the additional capacity for vaccine storage meets all the stringent regulatory guidelines for transportation of COVID-19 vaccines, and that related processes are streamlined with stakeholders and business partners.

CEO of Dubai Airports, Paul Griffiths, said; “Dubai’s central location means it is easily accessible to almost 80% of the world’s population within just four hours, making the decision to join forces and develop the world’s preeminent distribution hub a very strategic one. Over the coming months, there will undoubtedly be a major surge in demand for the efficient, safe and reliable global distribution of high volumes of COVID-19 vaccines, and we wanted to be ready to respond to and accommodate that demand. This alliance is timed perfectly and will not only support a global need, but also support the future of travel.”

]]> The International Humanitarian City (IHC) in Dubai, the world’s largest humanitarian hub, plays an integral role in facilitating efficient first responses to crises at a global level.

IHC members community includes about 80 UN organisations, International NGOs, intergovernmental organisations, and commercial companies concerned with humanitarian work.

Because of the city’s strategic location in Dubai, humanitarian organizations can quickly respond to disasters and deliver relief supplies to nearly two-thirds of the world with utmost speed and efficiency.

The International Humanitarian City assists humanitarian organizations by facilitating and expediting the transportation of aid to those who need it most.

As the COVID -19 pandemic continues to spread rapidly around the world, the IHC in collaboration with its members community doubled down its efforts to extend support to people in distress and communities affected by the COVID-19 globally.

Since the beginning of this year, the IHC and its members have played an active role in assisting countries and communities in need, providing them with assistance and aid to alleviate the impact of the COVID-19 on populations affected around the world, and facilitating first responses to crises at the global level.

IHC

Mr Giuseppe Saba IHC CEO said: “despite our focus on emergency preparedness and response and the lessons learnt from previous and recent epidemic situations such as Ebola or Avian flu, the COVID-19 pandemic represents an unprecedented challenge for the humanitarian workers and the full community. Since the initial phases of the pandemic situation, IHC supported the relief efforts of the World Health Organization (WHO), which represents the front-line UN organization in fighting against the COVID-19, by providing logistics support for a smooth supply chain. With the vision of not leaving anybody behind, we supported also the relief efforts of World Food Program (WFP), United Nations High Commissioner for Refugees (UNHCR), International Federation of Red Cross (IFRC) for responding also to other emergencies than COVID-19”.  “As of today,” He added: “IHC community did 566 shipments, weighing 1,610,159kg and value of approx. USD 63.7 Millions.” While IHC directly facilitated and supported 7 airlifts during this period.

As part of our preparedness, IHC Board of Directors, approved in December 2019 a triennium plan 2020-2022, for the Optimization of our storage space by increasing 22,500 pallet positions within the warehouse’s areas under temperature control; to build-up, a Kitting Centre, thus enabling the members to assemble various kits, including those destined to provide assistance in epidemic and pandemic situations and to create conditions for professional storage and management of medicines and vaccines requiring a cold chain. The COVID-19 pandemic imposed to accelerate all 3 projects which are becoming crucial and instrumental in the COVID-19 global response”.

WHO

Robert Blanchard from WHO’s logistics hub in Dubai said: “We began responding to COVID-19 in late January, dispatching PPE to the Philippines, the first country to record a COVID-19 related death outside of China. In the weeks and months that followed, our shipments reflected the spread of the virus as we responded to countries across Asia, the Middle East, Europe, Africa, and the Americas. As of today, we have supported 105 countries with over 18 million pieces of PPE across all 6 WHO geographic regions.”

He added: “In the first few months, approximately 80% of all PPE dispatched globally originated from our stockpiles within the IHC.”

Describing the magnitude of this response by WHO and putting it into perspective, Mr. Blanchard says: “During the first 5 years of the WHO/Dubai operations, we dispatched 333 shipments in response to health emergencies– as of today (August 2020), we are preparing shipment 349, more than the previous 5 years combined in just 8 months.”

Mr. Blanchard concludes: “The COVID-19 response has clearly demonstrated that the IHC is much more than a collection of warehouses, it is truly a humanitarian community. Through the support of the IHC we have secured charter flights, strengthened partnerships with the government of the UAE, and consolidated medical supplies with other UN partners to maximize the efficiency of the response.”

WFP

The lockdown and restrictions on global movements caused by COVID-19 are putting heavy pressure on the supply chain as the usual routes for humanitarian and health organizations are being disrupted. WFP is working tirelessly to ensure vital equipment and staff can rapidly reach the areas where they are most needed.

Through its UNHRD hub based at the International Humanitarian City – Dubai, WFP is routing medical and humanitarian cargo and workers to the front lines. Being part of the Global Humanitarian Response Hubs, it helps the entire aid community by delivering medical and humanitarian supplies where commercial services are disrupted.

WFP has dispatched around 177 shipments worth USD 12M out of its UNHRD Dubai Hub. These shipments were made possible thanks to the dedicated and valuable support of IHC and carried life-saving humanitarian cargo and medical equipment to 54 countries around the world.

“WFP is sparing no possible efforts and resources to respond effectively to the devastating impacts of COVID-19” said Mageed Yahia, Director of WFP office in the UAE and Representative to the GCC. “Our partnership with the UAE and IHC reinforces our capacity as the logistics backbone for the global COVID-19 response and shows a strong solidarity towards the global efforts to reduce the damaging effect of the pandemic” he added.

Leveraging the UAE’s unique position as a logistics gateway and commercial hub connecting all corners of the world, WFP operates in Dubai the largest humanitarian response depot in its global network. This is generously supported with funding from the UAE government, one of WFP’s top donors.

UNHCR

“We are proud of our strategic partnership and collaboration with IHC throughout the years.” Said Nadia Jbour, Head of UNHCR Office in the UAE.
