Dubai, UAE – 03 June 2023 – Third airlift of aid supplies for those affected by the crisis in Sudan left Dubai’s International Humanitarian City (IHC), the world’s largest humanitarian hub, on Saturday morning. Essential aid supplies from the World Health Organization (WHO), were shipped from the warehouses of the IHC. 

Under the visionary leadership of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of UAE and the Ruler of Dubai, the IHC has once again demonstrated its steadfast commitment to alleviating the suffering caused by the ongoing conflict in Sudan. 

In close coordination with the WHO, IHC has successfully completed its third relief airlift addressing the urgent needs of the affected populations and solidifying its role as a key provider of support to vulnerable people in need. Departing on 3 June 2023, the IHC transported vital supplies provided by WHO to Aswan, Egypt. Aswan serves as a pivotal gateway for the distribution of aid in the region. 

The mission was carried out using a C-130 aircraft, generously offered by His Highness Sheikh Mohammed bin Rashid Al Maktoum’s personal fleet. Onboard the flight were more than 10 metric tons of cargo, occupying a volume of around 46 cubic meters. This cargo consisted of essential medical supplies, which will directly benefit 49,000 individuals in desperate need of assistance.

Expressing his gratitude, His Excellency Mohammed Ibrahim Al ShaibaniChairman of Dubai’s International Humanitarian City, acknowledged the unwavering support and leadership of His Highness Sheikh Mohammed bin Rashid Al Maktoum in these critical relief efforts. Al Shaibani reiterated IHC’s full commitment to providing immediate and life-saving assistance to those affected by the conflict in Sudan: 

‘Over the past 20 years, Dubai’s International Humanitarian City (IHC) has relentlessly committed to delivering crucial humanitarian aid to individuals in need across the globe. Dubai has emerged as the largest global hub for humanitarian efforts, with IHC playing a crucial role in fostering this positive transformation. The successful completion of this airlift mission serves as a testament to our dedication to alleviating suffering and providing life-saving assistance to those affected by the conflict in Sudan. In collaboration with our partners, we will continue our work to make an impact on the lives of the most vulnerable when it is most needed’

According to Robert Blanchard from WHO Emergency Operations team in Dubai: “The World Health Organization’s logistics hub in Dubai continues to play a vital role in responding to acute health emergencies around the world.  Due to the conflict in Sudan, WHO responded with the immediate delivery of essential medicines along with trauma and surgical supplies through two charter, providing a lifeline to people in need of health care in Sudan.  Recognizing the impact on health facilities across the border in Egypt, WHO is sending an additional 10 metric tons of supplies to Aswan to reach approximately 49,000 patients who have arrived from Sudan to Egypt.  The health supplies include non-communicable disease kits for the treatment of hypertension and diabetes as well as pediatric severe acute malnutrition kits to provide immediate care for over 4,000 children.

This marks the 13th charter flight dispatched from WHO’s logistics hub in 2023 underscoring the increasing demand for health supplies in response to emergencies around the world.  WHO’s operation is now on-track to record the highest number of emergency requests in a single year.  The support provided by the International Humanitarian City, the Government of Dubai, and the UAE is essential to WHO’s health emergency emergencies program and ongoing efforts to respond to and protect the health of the world’s most vulnerable populations,” 

While this airlift marks a significant step forward in addressing the dire humanitarian situation in the region, IHC remains committed to leaving no one behind and reaching every civilian in need of assistance.

]]> 26 April 2023 – Dubai, United Arab Emirates – The International Humanitarian City (IHC) organized a panel discussion to showcase the success and impact of IHC over the past 20 years in supporting the global humanitarian community. The event was held during the Humanitarian Networks and Partnerships Weeks (HNPW 2023) in Geneva.

Established in 2003, the IHC has played a significant role in facilitating the delivery of aid and relief, enhancing emergency preparedness, promoting partnerships to find sustainable solutions to challenges in the humanitarian logistics field, and serving millions of people around the world.

In the opening remarks, HE Ambassador Ahmed Al Jarman, UAE Permanent Representative to the UN in Geneva, highlighted the committed role of the UAE and Dubai in supporting the global humanitarian community and its commitment to proactively addressing humanitarian challenges.

“The IHC is one of the important icons of the humanitarian work that marks the involvement of the United Arab Emirates in this field which is considered a fundamental pillar of the charitable approach adopted by the state since its establishment. And I confirm the willingness of the UAE to reinforce the IHC to be a leading Global Humanitarian Hub,” he said. His Excellency Al Jarman added that COP 28, which will be held in Dubai in November, will also offer a suitable platform to discuss and address the impact of climate change on humanitarian issues, including the tools and infrastructure that should support all stakeholders.

IHC CEO Giuseppe Saba echoed these sentiments in his closing remarks, noting that “the IHC has evolved into a dynamic and innovative platform that supports the global humanitarian community. We are committed to continuing to proactively enhance humanitarian emergency preparedness and response, innovation, and sustainability. We look forward to continuing to work together with our partners and stakeholders to shape the future of humanitarian action.”

The panel discussion was moderated by HE Ambassador Gerhard Putman-Cramer, PAM Permanent Observer to the UN Geneva, and CEO of DIHAD Foundation (Dubai International Humanitarian Aid and Development).

The session covered the history and evolution of the IHC, including its key milestones and achievements. It also tackled the role of the IHC in facilitating the delivery of humanitarian aid and emergency relief, the challenges it faced in responding to emergencies, including the COVID-19 pandemic, and how it has adapted to meet these challenges.

The panelists then discussed their vision of the future for IHC and its ongoing mission to connect humanitarian hubs and cities to support the humanitarian community’s efforts in emergency preparedness and response, innovation, and sustainability. They included Nadia Jbour, former Head of UNHCR Office in UAE, Mario Stephan, former Executive Director of Doctors Without Borders in UAE (MSF), Paul Molinaro, Director of Strategic Health Operations at the World Health Organization (WHO), Simon Missiri, Director of Logistics for the International Federation of Red Cross and Red Crescent Societies (IFRC), Walid Ibrahim, WFP-UNHRD Network Coordinator, and Giuseppe Saba, CEO of the Dubai International Humanitarian City.

The IHC also organized another session during the HNPW, bringing around the table all actors and stakeholders involved in emergency response to showcase key digital platforms relevant to relief stocks, starting with the national disaster management bodies and including humanitarian workers, the private sector, and customs government entities. The participants ran a simulation exercise for a more sustainable and comprehensive humanitarian response, highlighting the impact of digitalization.

]]> 22 March 2023 -Dubai, UAE – On the occasion of World Water Day, the International Humanitarian City in Dubai, in collaboration with its community, organized a roundtable aimed at raising awareness of the need to ensure access to clean and safe water for all people around the world, and the efforts deployed by the international humanitarian community in this regard. 

“Climate change is impacting the availability of safe water sources for millions of people around the world, and this underscores the urgent need for collaborative action to ensure access to clean and safe water for all,” said Giuseppe Saba, CEO of International Humanitarian City. ”We are proud to highlight today the impactful work of our member organizations in addressing this critical issue, and to encourage further cooperation in the humanitarian and development action, on the road to COP28,” he added. 

The event brought together three leading water NGOs that are part of IHC community in Dubai, focusing on sustainable access to safe water for communities in need. Project Maji, Surge for Water and The Water Project each presented their respective missions and impact. The audience also heard directly from country teams on the ground in Kenya reporting on what safe water delivery looks like in real life, and the challenges ahead.

]]> 30 June 2022, Dubai – The International Humanitarian City in Dubai (IHC) and the University of Wollongong in Dubai (UOWD) announced today the laureate of the “IHC scholarship in the Master of International Relations” for the second consecutive year. 

After a thorough review of 19 applications, Laila Qiamudin emerged as the laureate of the scholarship, given her academic performance, interest in humanitarian action, and the quality of her application essay. Qiamudin will receive full funding for UOWD’s Master of International Relations program.

The International Humanitarian City hosted the award ceremony in the presence of UOWD President, Professor Mohamed Salem, Dr. Feras Hamza, the Dean of the School of the Humanities and Social Sciences, and Dr. William Gueraiche, Program Director of the Master of International Relations.

The scholarship is available yearly, the result of a partnership between IHC and UOWD to offer an in-depth understanding of the relations between nations and regions across areas such as globalization, diplomacy, economics, international law, labor migration, culture, media, environment, and security within the context of humanitarian work. 

The announcement of the award comes at a time when the world is facing increasing challenges in addressing multiple enduring and emerging humanitarian crises. 

 “This is a whole-of-IHC endeavor to promote excellence in the humanitarian field by providing access to knowledge and expertise in line with the Sustainable Development Goals,” said Giuseppe Saba, CEO of IHC. “Education and humanitarian work are a key foundation of the UAE leadership’s vision, and this partnership mirrors our commitment to it. As a pioneering humanitarian hub in Dubai and a key international humanitarian assistance facilitator, we support the efforts of the whole aid community in emergency preparedness and response, innovation, and sustainable actions. We also aim to develop future leaders in the humanitarian field.”

Professor Mohamed Salem, President, UOWD, said: “This collaboration between a parastatal entity and a higher education institution is a way to deepen the SDG n° 17 (Partnerships for the goals). We have notably tried to promote one of its sub-targets, “effective partnership between the public and private sector.”. Indeed, since we began to work together, we have shared resources and experiences. Both our students and different members of the IHC community have benefitted enormously from this close cooperation.”

Dr. William Gueraiche, Associate Professor and Program Director of the Master of International Relations at UOWD, said: “The collaboration between IHC and Wollongong University has reached a new level. IHC has become a meeting place for professionals in the non-profit and higher education sectors. Sharing resources has helped both organizations to benefit from our diverse and complementary experiences.”

Laila Qiamuddin is an Afghan national. She holds a bachelor’s degree from UAE University in Finance and Banking. Upon completing her master’s degree, she hopes to pursue a Ph.D. and work with renowned international organizations. When asked why she was so passionate about pursuing a career in the humanitarian sector, Laila said that it was about making the world a better place: “As a foreign child in a foreign land, I believe in diversity and creating peace and prosperity.”

In early 2020, the International Humanitarian City and the University of Wollongong in Dubai signed a Memorandum of Understanding to collaborate and draw on academic and field perspectives to strengthen engagement in humanitarian work, given the ever-changing needs of the sector.

The partnership between IHC and UOWD facilitates the transfer of knowledge. It raises awareness about critical humanitarian issues as well as the humanitarian work of the UAE through IHC, the largest humanitarian logistics hub in the world.

]]> 28/06/2022, Dubai, UAE – Vice President and Prime Minister of the UAE and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, upon the request of the international humanitarian community and the World Health Organisation (WHO), has ordered the facilitation of emergency aid flights to transport life-saving humanitarian assistance to Kabul, following a 5.9 magnitude earthquake that hit eastern Afghanistan. 

On Tuesday 28th of June 2022, a cargo flight departed from Dubai to Kabul, carrying 24.5 metric tons of essential medicines, medical items, and cholera kits supplied by the WHO from its warehouses in the International Humanitarian City (IHC) in Dubai. The facilitation and transport of aid come in response to the immediate humanitarian needs of the landlocked Southern Asian country following the devastating earthquake that claimed the lives of at least 1000 people, amid fears of a cholera outbreak besides the country’s already dire humanitarian situation.

Giuseppe Saba, CEO of IHC, said: “Reports indicate that this is the deadliest earthquake in two decades, further compounding the alarming humanitarian situation in Afghanistan. The IHC, under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, is accelerating the rapid response of the international humanitarian community as it rallies to come to the aid of those impacted by the disaster. Many organizations that we host in IHC are working around the clock to mobilize resources, and we are coordinating with them to provide all the required support to transport relief from our warehouses into Afghanistan. Time is of the essence, and Dubai and the UAE’s leadership consider a swift response a humanitarian duty to save lives.”

Dr. Dapeng Luo, WHO Representative in Afghanistan said: “The trauma and emergency surgery kits that are arriving on this flight from WHO’s logistics hub in Dubai’s International Humanitarian City are absolutely critical to maintain our ongoing support to the people of Afghanistan as these supplies will cover the needs of at least 340,000 people.  We are grateful for the vital logistics assistance provided by the UAE in support of WHO’s global logistics hub in Dubai.”

]]> Dubai, UAE, May 2022: Dubai South, the largest single-urban master development focusing on aviation, logistics and real estate, announced today that it signed a memorandum of understanding with International Humanitarian City (IHC), the largest humanitarian hub in the world. The agreement entails the implementation of Masary, an e-gate pass system, at IHC to track and trace shipments within a secure network and ensure efficient management of cargo movement.

The agreement was signed during Seamless Middle East by Giuseppe Saba, CEO of IHC, and Abdul Basit AlMarzouqi, Director of the Logistics District at Dubai South, in the presence of senior members from both entities.

Giuseppe Saba, praised the agreement with Dubai South saying that it would take IHC humanitarian-aid shipments to a new level of efficiency and accuracy. He underlined the importance of an e-gate pass system, saying: “Logistics play a crucial part in IHC’s operations, and the e-gate pass system will strengthen the efficiency of IHC community’s emergency response. It will save time on aid shipment processing and, ultimately, save the lives of people in need. We would like to consider the signing of this agreement as a starting point for our partnership with Dubai South. Through this partnership, we hope to further develop any tool or facility that could help IHC and its community achieve the goals identified by His Highness Sheikh Mohammad bin Rashid Al Maktoum when he founded IHC.”

Commenting on the agreement, AbdulBasit AlMarzouqi said: “As a prominent logistics hub, we are committed to facilitating optimal smart operational solutions for our clients to ensure seamless services and the uninterpreted flow of goods. Dubai South’s Logistics District will continue to enhance its portfolio of offerings and address the increasing complexity involved in the movement of goods. As such, it will promote best practices and establish a tech-enabled dynamic ecosystem that would allow our valued clients to thrive in this competitive market.”

Dubai South was launched as a Dubai Government project in 2006, representing an emerging 145-square-kilometre, master-planned city based on the happiness of the individual. The city is identified as Dubai’s flagship urban project and is designed to create 500,000 jobs in an integrated economic environment that supports all types of businesses and industries.

IHC, which was founded in 2003 by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, is the only non-profit, independent, humanitarian free-zone authority, hosting a community of around 85 members comprising UN organisations, non-profit and non-governmental organisations and commercial companies. The international humanitarian community in Dubai consists of about 500 people, representing around 80 nationalities, thus positioning itself as the largest humanitarian hub in the world.

]]> Government of Dubai Media Office – 17 March 2022: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has ordered two emergency humanitarian relief flights to support civilians fleeing the conflict in Ukraine. Under His Highness’s directives, the two flights transporting essential relief departed from Dubai and Sharjah airports. The transportation of the relief material was facilitated by International Humanitarian City in Dubai (IHC).

Emirates Airlines provided its Boeing 777-ER Cargo plane for the first aid and relief shipment that departed from Dubai for Warsaw in Poland. This aid, which was transported as part of the collective efforts of United Nations organisations such as the United Nations Humanitarian Response Depot (UNHRD), International Medical Corps (IMC), United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), Fittest, World Health Organization (WHO) and other aid organisations, is expected to support around 50,000 beneficiaries.

The second flight operated by Aramex Airline B747F Cargo departed from Sharjah airport for Liege in Belgium carrying an aid consignment from the World Health Organization (WHO), and UNHCR, the UN Refugee Agency. The aid material is expected to benefit around 35,000 people.

The latest aid comes in addition to the aircraft dispatched by the UAE on 7 March as part of its emergency relief efforts to assist civilians in Ukraine.
“UNHCR is proud of its strategic partnership with IHC in Dubai, and we appreciate this important contribution which represents the generosity of the Government of the UAE and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. This contribution will support UNHCR’s emergency response in Ukraine and neighbouring countries,” said Nadia Jbour, Head of UNHCR Office in the UAE.

Through their logistics hub in Dubai, IHC’s members can immediately and efficiently deliver lifesaving supplies and emergency aid to countries around the world.

]]> Dubai, UAE, 14 March 2022: International Humanitarian City (IHC), the leading international hub for providing humanitarian logistics support in emergency situations from Dubai, and DHL Global Forwarding, the leading international provider of air, ocean, and road freight services, have signed a Memorandum of Understanding (MoU) during the activities of Dubai International Humanitarian Aid and Development Conference and Exhibition “DIHAD” held in Dubai from 14-16 March 2022.

IHC and DHL have agreed to cooperate and explore solutions to help operations of humanitarian community including IHC’s Members in the field of logistics and supply chain innovation to improve efficiency, transparency, and visibility, specifically application of IoT technology.

The MoU was signed by Giuseppe Saba, CEO of IHC, and co-signed by Amadou Diallo, CEO DHL Global Forwarding Middle East & Africa, and Tobias Maier CFO DHL Global Forwarding Middle East & Africa at the IHC stand at “DIHAD”.
Guiseppe Saba, CEO of IHC lauded the cooperation with DHL by saying “We are confident that the MoU will pave the way for a new level of cooperation with DHL in new technologies such as “IoT” which will empower institutions and companies to make the right decision at the right time in the most cost-effective manner. Digital supply chain integration is progressively becoming a competitive differentiation of organizations in best managing their asset utilization and enabling new database services.”
Commenting on signing the MoU with IHC, Amadou Diallo, CEO DHL Global Forwarding Middle East & Africa, said “We feel honored to support the International Humanitarian City with our logistics expertise. Only when various public and private organizations join forces can we efficiently provide help where it’s needed. Diseases, need, and poverty know no borders, and so should our commitment to help.”

IHC is a Free Zone Authority mandated by the Government of Dubai to facilitate the work of aid organizations duly registered with IHC (“IHC’s Members”) by providing them with facilities and services adapted to their operational needs, with the aim of establishing the emirate of Dubai as a hub for providing humanitarian aid in emergency situations and for disaster relief.

]]> The Mohammed bin Rashid School of Government (MBRSG) has signed a Memorandum of Understanding with Dubai-based global hub for humanitarian emergency preparedness and response International Humanitarian City (IHC) – the largest humanitarian hub in the world.

The agreement was signed at the MBRSG headquarters by His Excellency Dr. Ali bin Sebaa Al Marri, Executive President of MBRSG, and IHC’s Chief Executive Officer Mr. Giuseppe Saba.

“The Mohammed bin Rashid School of Government has firmly established its reputation as the leading institution focusing on governance and public policy in the Arab world,” said H.E. Dr. Ali bin Sebaa Al Marri. “This is our core mission, and we have set out to accomplish it through a series of courses and programmes to train, educate, and empower the leaders of tomorrow. But it is also an ambition we seek to fulfil by weaving an extended network of partnerships with renowned organisations that have amassed extensive expertise and insight in their respective fields of operation.”

“We are thrilled to be signing this MoU with the International Humanitarian City,” H.E. Al Marri added. “Our advanced capacities and well-established programmes will be more accessible to IHC members, and we look forward to training the humanitarian leaders of tomorrow and to the many collaborations we will have with the IHC, which has quickly grown into a significant community of institutions dedicated to social development and providing assistance to those who need it.”

Mr Giuseppe Saba, CEO of the International Humanitarian City in Dubai said: “The signing of the memorandum of understanding with The Mohammed bin Rashid School of Government (MBRSG) is a major milestone for us”.

He explained “We are looking into forming fruitful partnerships especially with the academic institutions, because we are certain of the value, they can provide to the humanitarian community”.

He finally added: “This type of partnerships can create furthermore opportunities for young students to accede to humanitarian studies and embrace humanitarian work. Our organisations are both acting under the same umbrella of the Mohamed Bin Rashid Global Initiatives (MBRSGI), and this agreement is going to further reinforce our partnership”

The MoU sets a framework for the two parties to exchange faculty members and students for lectures, seminars, discussions, and cultural activities, where they can coordinate and organise additional field trips for students and faculty in the future. It also lays the groundwork for research collaboration between the two parties, which involves sharing research, grants, and resources, as well as endorsing staff, researchers, and faculty members to produce research outputs in various fields, including public policy, global development, governance, innovation management, and sustainable development, among many others.

Furthermore, the agreement allows potential students to participate in producing research outputs with researchers and academics from both entities, opening up areas for dissertation study for interested students. It will also see the two parties collaborate on hosting and organising events, such as academic conferences, forums, site visits, seminars, and symposiums.

Also under areas of cooperation are Executive Education Programmes, where the two parties would collaborate to develop joint courses on each other’s premises. MBRSG boasts extensive expertise with a well-established executive education department delivering a wide scope of short courses and diplomas in this area. This, in turn, “sets the stage for further collaborations in the future, from establishing a program for humanitarian health logistics to working on a joint book project”, said Dr. Immanuel Azaad Moonesar, Associate Professor- Health Administration and Policy, MBRSG.

Last but not least, the MoU outlines a roadmap for MBRSG and IHC to collaborate on two projects: the Humanitarian Logistics Databank and the Centre of Excellence. This collaboration would cover different areas, including research, documenting best practices and case studies, co-designing policies to regulate health activities’ operational and logistical side, and augmenting humanitarian building capacity through training and exploring general or health-related topics.

]]> The International Humanitarian City signed a Memorandum of Understanding with the DIHAD Sustainable Humanitarian Foundation, which focuses on the creation and development of bringing public and private organizations together to collaborate and build long term humanitarian partnerships, aiming to strengthen cooperation between the two institutions in the field of humanitarian work.

This agreement stems from the desire of both parties to establish an integrated model for the exchange of experiences in the field of charitable affairs, and to achieve the concept of cooperation and partnership between bodies and associations specialized in the field of community service, through the provision of humanitarian and charitable services.

Under the Memorandum of Understanding signed by Dr. Abdul Salam Al-Madani, Chairman of DIHAD Sustainable Humanitarian Foundation, Goodwill Ambassador of the Parliamentary Assembly of the Mediterranean (PAM), and Chairman of INDEX Holding, and Mr. Giuseppe  Saba, CEO of the International Humanitarian City, both parties will share their expertise in the humanitarian field as DIHAD Sustainable Humanitarian Foundation will support International Humanitarian City in all aspects, including their participation in the Dubai International Humanitarian Aid and Development Conference & Exhibition (DIHAD), thus promoting effective action in the humanitarian sector.

For his part, Dr. Abdul Salam Al-Madani said: “The signing of the Memorandum of Understanding follows the wise vision and strategic directions of the UAE in the field of strengthening humanitarian work, and we at DIHAD are keen to strengthen cooperation and coordination with the International Humanitarian City to serve charitable fields.”

“Such effective partnerships contribute to enriching knowledge in the field of humanitarian work. In the first half of 2021, the sector’s aid reached more than 46 million dirhams, creating meaningful and constructive alliances with national companies and institutions to coordinate their programs, unify their positions on humanitarian issues of common interest, and adopt the best solutions to deal with and address them,” he added.

Mr. Giuseppe Saba, CEO of International Humanitarian City, said: “We are pleased to collaborate with the very recently established “DIHAD Sustainable Humanitarian Foundation” DIHAD is granting since many years one of the most relevant platforms of information and experience sharing for the humanitarian community”
