Today, we honor their courage and determination. Unfortunately, the list of humanitarian workers who lost their lives in providing humanitarian assistance is continuously increasing, and it is a collective responsibility to ensure their safety and well-being as they carry out their critical work. Last year, 2023 became the deadliest year on record for the global humanitarian community, with 280 aid workers killed by violence. This year, 2024 has shown no signs of improvement and may even surpass last year’s grim statistics. 176 aid workers have been killed, 93 others injured and 64 kidnapped, according to the provisional count from the Aid Worker Security Database. The most recent ongoing conflict in Gaza has resulted in significant humanitarian losses since October 2023, UNRWA statistics show over 40,000 Palestinians have been killed, including more than 15,000 children and claiming the lives of over 224 humanitarian aid workers. These facts lay bare a glaring truth: The world is failing humanitarian workers and, by extension, the people they serve.

Today, and every day, we demand that those in power #ActForHumanity to end violations and the impunity with which they are committed,” she concluded.

The agenda also included a focused session on the protection of humanitarian and civilian workers, underscoring the challenges faced in the field. Participants from the International Federation of the Red Cross and Red Crescent Societies, the World Food Programme, and Dubai Cares, the UN Refugee Agency (UNHCR), and IACAD shared their field experience, and attendees unanimously agreed that humanitarian workers should never be targets and that there needs to be urgent collective action by humanitarian agencies, governments, and partners to protect the lives and interests of aid workers.

World Humanitarian Day, observed annually on August 19, was designated by the UN General Assembly in 2008 to coincide with the anniversary of the 2003 bombing of the UN headquarters in Baghdad, Iraq. HE Abdulla AlShaibani, IHC Board Member, welcomed Her Highness Sheikha Shamma bint Sultan bin Khalifa Al Nahyan, fostering a productive dialogue. Her Highness expressed deep concern and interest in refugee issues, recognizing both the challenges and impact they present for host countries while emphasizing the crucial role of innovation and partnerships in addressing urgent humanitarian needs.

Giuseppe Saba, IHC CEO, highlighted ongoing operations in Gaza and IHC’s pivotal role in responding to humanitarian crises globally.

Khaled Khalifa, UNHCR’s Senior Advisor and Representative to the GCC countries, highlighted the partnership with UAE and expressed appreciation for its support of UNHCR’s emergency humanitarian efforts, mainly through the UAE government and Dubai’s International Humanitarian City (IHC).

He provided an overview of 2023, a year marked by multiple crises and increasing displacement trends that required a swift response to aid millions of people affected, from the earthquakes in Syria and Türkiye to the floods in Libya – amongst other protracted and new crises and conflicts. He elaborated that among the 53 emergency relief shipments mobilized globally, 28 originated from UNHCR’s stockpiles in Dubai, which is recognized as the largest in the world. Notably, the transportation expenses of ten of these shipments were generously covered by the UAE, underscoring its vital role and significant engagement in aiding forcibly displaced people.

HH Sheikha Shamma bint Sultan bin Khalifa Al Nahyan praised IHC’s collaborative spirit, echoing the vision of her grandfather, the UAE’s Founding Father, the late HH Sheikh Zayed bin Sultan Al Nahyan. Her Highness commended IHC’s dedication, reaffirming the UAE’s commitment to global humanitarian causes.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, issued directives to facilitate the dispatch of urgent relief supplies mobilised by the International Humanitarian City (IHC) in Dubai as part of a vital relief airbridge to Gaza through El Arish Airport in Egypt.

Giuseppe Saba, CEO of IHC, said: “We are proactively supporting the international humanitarian community to respond to the ongoing humanitarian emergency and ease suffering in Gaza. The mission of Dubai’s International Humanitarian City resonates deeply with its dedication to saving lives by fulfilling urgent medical needs in coordination with the World Health Organization. Together with our partners, we remain dedicated to standing by the most vulnerable everywhere, aligning with Dubai and the UAE’s efforts towards our humanitarian duties.”

Highlighting Dubai’s unwavering commitment to humanitarian missions, a flight carrying approximately 11 metric tonnes of medicines and medical supplies obtained from the stocks of the World Health Organization (WHO) took off early Wednesday for El Arish Airport where the crucial aid consignment is to be transferred to a WHO team, which coordinates onward dispatches into Gaza.

The Gaza-bound airlift is the first of a series of such missions this year, with three to four additional missions scheduled to deliver desperately needed aid to the people of Gaza. The shipment includes essential supplies, such as non-communicable disease kits and medicines, necessitating strict compliance with temperature controls during their transportation. IHC and its partners meticulously oversee the logistics of the operation to ensure the safe and timely delivery of aid to those in need.

Dr Hanan Balkhy, WHO Regional Director for the Eastern Mediterranean, stated that WHO’s logistics hub, which is hosted in IHC, provides a lifeline to countries affected by health emergencies across the WHO Eastern Mediterranean Region and beyond. “As the health crisis in the Gaza Strip unfolds and as hostilities in Rafah escalate, these medicines are critical for people whose access to medical care has been severely restricted owing to shortages facing the health system as a whole,” said Dr Balkhy.

“WHO is grateful for the support of Dubai’s International Humanitarian City, the Government of Dubai, and the Government of the United Arab Emirates to deliver life-saving supplies to the world’s most vulnerable populations in their greatest time of need,” Dr Balkhy added.

IHC moved swiftly last year to establish an airbridge to facilitate urgent relief supplies to populations affected by the escalating crisis in Gaza. It facilitated six air shipments within ten days, leveraging its vast network and resources to bolster humanitarian efforts and ensure a rapid response to the crisis, reaffirming its standing as a leading humanitarian hub in the region.

    • Partnerships were identified as crucial across sectors, including the private sector, academia, governments, international organizations, and the UN. These collaborations are pivotal in driving legislative integration, innovation, and the adoption of circular practices to minimize environmental impact while responding effectively to humanitarian crises.

The conference highlighted a transformative shift in humanitarian practices, emphasizing a profound awareness of environmental impact while addressing immediate needs, marking 2023 as a pivotal year for reshaping humanitarian supply chain strategies.

Giuseppe Saba, CEO of Dubai’s International Humanitarian City, emphasized the power of partnership in the opening remarks and gave an overview of the journey that began in March 2023, marking the 20th anniversary of IHC in the humanitarian field. The event featured a panel discussion moderated by Benjamin Safari, Head of Supply Chain Management at UNHCR, with the participation of Simon Missiri, Special Representative of IFRC, Francesca Cocozza, Director of NRS Relief, Raji Hattar, Chief Sustainability Officer at Aramex, and Sherring Thekekkara, the Global Executive Vice President of DP World Logistics.

The discussions underscored the importance of collective responsibility and collaboration among stakeholders to transition toward a more sustainable humanitarian future, wherein the emphasis lies not only on immediate response but also on long-term environmental impact mitigation.

Simonetta Di Pippo, Director of SEELab at SDA Bocconi & NYUAD visiting professor, and former director of the UN Office for Outer Space Affairs, delivered the closing remarks, emphasizing the challenges in the fight against climate change impact, and the crucial importance of commitment and action in the context of sustainability.

Notably, the conference marked the launch of a Call to Action, urging collective responsibility and collaboration among stakeholders to transition toward a more sustainable humanitarian future. This Call to Action emphasizes the imperative of including carbon emissions in supply chain planning processes and adopting low-carbon solutions within the humanitarian sector.
